Application for and issuance of license, Subsection (d) (d) In addition to any other requirement of law or rule, a citizen of a foreign country shall produce his or her passport and visa, alien registration receipt card (green card), or other proof of legal presence for inspection and copying as a part of the application process for an operator license, junior operator license, learner permit, or non-driver identification card. Notwithstanding any other law or rule to the contrary, an operator license, junior operator license, learner permit, or non-driver identification card issued to a citizen of a foreign country shall expire coincidentally with his or her authorized duration of stay. A license or permit issued under this section may not be issued to be valid for a period of less than 180 days. Foreign motorists from any of the countries listed as parties to the 1943 and 1949 Geneva Convention, who visit the United States as bona fide tourists, can drive legally for a period of not more than one year from the date of arrival. If the visiting tourist accepts a job in the United States, he/she then loses tourist status and may be required to obtain a state driver's license and plates (vehicle registration) in accordance with the regulations in effect in the state where residence is chosen. In Vermont, this period is sixty days. Any person who holds a valid operator license or motor vehicle registration issued by a country that is a party to the 1943 and 1949 Geneva Conventions as explained in the AAA Digest of Motor Laws, who is a full-time student at any college in this state will not be required to obtain a Vermont Operator License, or Vermont registration, provided: Such person does not accept employment in this state, or Such person does not stay in this state in excess of one year without returning to the home country, or Such person does not place his or her children in school in this state.
